Cost recovery · United States

What law enforcement owes you

Statutes in the US let you recover the cost of responding to legal process. Most companies never invoice for it, because chasing $45 across two thousand agencies isn't work anyone has time for. Kodex invoices and collects on your behalf. Here's what that's worth on your volume.

Volume

Federal, state and local. Leave out anything outside the US, where recovery mostly isn't permitted.

Requesters

Mostly state and localMostly federal

This model assumes 68% from state and local and 50% from federal. Federal isn't a worse payer, it's a stricter one, and it moves once the documentation is right.

Civil

We also receive civil subpoenas from law firms

Statute entitles you to the full cost on civil process. We model what actually collects, at the platform rate.

Your rate card

The single biggest lever in the model. It flows straight through to what gets invoiced, and it applies whether you run this yourself or with us. Ranges show what providers actually charge today.

Where the numbers come from

Collection rates

This model assumes 60% of invoiced amounts are collected, blended from 68% state and local and 50% federal. Those are forward-looking figures tied to work now underway on billing documentation, not a measurement of today. Measured across 13,627 invoices at 90 days, current performance is 51.3% state and local and 37.7% federal, and our strongest account already collects 64.1% from federal.

The range

The band runs 10 points either side of the 60% assumption, so 50% to 70%. Your rate card flows straight through to the estimate. Collection is the part outside your control, so that's where the uncertainty sits.

What we never invoice

We never send an invoice on child exploitation material. Customers commonly exclude emergency requests, freezing orders, trafficking and terrorism, and you set that list during onboarding. Agencies that push back are routed to us, not to your team.

Statutory basis

Stored Communications Act §2706 for US legal process. The estimate covers US process only; recovery outside the US mostly isn't permitted.

The take rate

Kodex keeps 30% of what we collect. Every figure above is net of it.

No guarantees

We invoice and collect passively. Data production is never conditioned on payment, and collections aren't guaranteed. This is an estimate, not a forecast.
